WAR SUPPLEMENTAL POSTPONED; FY08 VIEWS AND ESTIMATES
WAR SUPPLEMENTAL DELAYED
- House Appropriations Committee markup of the $103 billion
FY'07 War Supplemental, originally scheduled for Wednesday, March 7, has
been delayed until next week.
- The President requested $99.6 billion for the Global War on
Terror, largely Iraq and Afghanistan, plus $3.4 billion for additional
Hurricane Katrina relief. The bill is also likely to include emergency
SCHIP (State Children's Health Insurance Program) funding, and farmers'
drought relief.
BUDGET RESOLUTION
An initial step in the congressional budget
process is the submission of "views and estimates" by the appropriations
and authorizing committees to the House and Senate Budget Committees.
These letters or reports provide the respective committees' views of the
President's proposals--and set forth their own proposals--for FY 2008
with regard to programs under their jurisdiction. It is not unusual for
the Democrats and Republicans on a particular committee to submit
separate "views and estimates" reports. Following are links to the
reports submitted thus far to the House and Senate Budget Committees. We
will provide links to additional reports as they become available.

- Delayed : House Appropriations Committee mark-up of FY 2007 War Supplemental.
- March 12: House Budget Committee mark-up of FY 2008 Budget Resolution.
- March 14, 15: Senate Budget Committee mark-up of FY 2008 Budget Resolution.
- March 16: CBO releases full analysis of the President's FY2008 Budget proposals.
- March 19: House Floor debate on FY 2008 Budget Resolution.
(Typically, the House Rules Committee, in addition to setting
parameters for debate on the Committee-reported Budget Resolution,
allows debate on one or more complete substitutes to the
Committee-reported budget plan.)
- March 20: Senate Appropriations Committee mark-up of FY 2007 War Supplemental.
